Any person desiring a license under the provisions of this Code for any purpose shall make a written application to the clerk therefor, stating the purpose for which the same is desired, the length of time and the place where the business is to be carried on.

All licenses required or authorized by any provisions of this Code, except when otherwise provided by ordinance, shall be issued by the clerk under the corporate seal of the city, upon the payment to him or the fee therefor and upon the applicant therefor complying with the requirements of this article.

All licenses which shall be issued shall be subject to all provisions of this Code that may be in force at the time of the issuing thereof, or which may be passed subsequent thereto, and shall be subject to revocation in the discretion of the mayor at any time, upon refunding the fee paid for the unexpired period of such license. Upon the conviction of the person holding any such license of a breach of this Code, regulating the business thereby licensed, the council may declare such forfeited without the repayment above required.

The clerk shall register in a suitable book all licenses issued under the provisions of this Code, stating therein the name of the person licensed, the date of the license, for what purpose granted, the date of expiration, the amount paid and, if transferred, the date and to whom transferred.

The chief of police shall enforce all provisions of this Code in relation to licenses and shall, from time to time, examine the license register and prosecute all persons who may be acting without license and shall collect from them the sum which shall be taxed for their license, and which shall not have been paid to the clerk. Every person holding a license under the city shall, upon demand, exhibit the same to any police officer.

No license issued under the provisions of this Code shall be assigned or transferred without the written permission of the mayor endorsed thereon, nor shall any such license authorize any person, other than the one named therein, to do business or act under it; nor shall such license authorize any person to act under it at more than one place at the same time. Whoever shall violate any of the provisions of this section shall be deemed to be acting without license and shall be deemed guilty of a violation of this Code.

Licenses may be granted under the provisions of this Code for any length of time not exceeding one year, except when otherwise provided; but the same shall not in any case extend beyond the termination of the current fiscal year.
