The City of Oregon runs on an appropriation ordinance.
Appropriations define the upper limit of spending for Oregon – may greatly exaggerate upper limits of spending because you cannot easily change or exceed those amounts.
The City Manager also creates an annual budget for each municipal department and fund based on projected revenue.
Both the budget and appropriations are approved by the City Council.
Our Fiscal Year is May 1 to April 30.
The Appropriation ordinance must be passed within the first quarter.
We pass a Tax Levy Ordinance annually where we set the property tax amounts. If the levy (amount sought) exceeds 105% of the previous year’s extension (actual amount billed), we must comply with the public notice requirements. Increases above 5% require a referendum.
