PROCEDURE FOR REQUESTS AND FEE STRUCTURE
The following information is being provided pursuant to Section 4(b) of the Illinois Freedom of Information Act, Act 5 ILCS 140/4(b).
All requests to inspect, copy, or certify public records of the City of Oregon must be submitted to the City in writing. The City encourages requesters to submit their requests on a form available at City Hall and on the City’s website. The City shall review all written requests in any form. The City will review and respond to each written request in a manner consistent with the Illinois Freedom of Information Act.

All fees must be paid prior to release of public records.
The City of Oregon will respond to every request within five (5) business days from the date of request unless the City requires an extension pursuant to Section 3(e) of the Act. If the request is for a commercial use, then the city has twenty-one (21) business days.
If an extension is requested or a request is denied, the City will notify the requester in writing stating the specific reason or reasons for the extension or denial.
Form of FOIA Requests – New Amendments
Public Act 104-438 makes two important changes to section 3 of FOIA:
Section 3(c) now requires requests submitted electronically to display the entirety of the request within the body of the electronic submission. “No public body shall be required to open an attached file or hyperlink to view or access details of a request.” If a public body receives a FOIA request that requires it to open an attached file or hyperlink to view the details of the request, the public body shall, within 5 business days of its receipt of the request, notify the requester of the requirement that the entirety of the request must appear within the body of the message. 5 ILCS 140/3(c). Until or unless the requester re-submits the request in a manner that complies with section 3(c), the public body is under no obligation to respond further to the original electronic submission.
New section 3(j) allows a public body to require a requester to verify orally or in writing that they are a “person.” However, the public body may not require the requester to submit identifying information, like their legal name or proof of identification. 5 ILCS 140/3(j).
The deadline for the public body to respond to the request shall be tolled (suspended) until the requester responds to the request for verification. If a public body asks a requester to confirm orally or in writing that they are a person, the requester must respond to that communication. If the requester fails to verify within 30 days of the request for verification, then the public body may deny the request.
